Establishment and Authority

1. The Port Coquitlam Spirit of BC Community Committee is established by Council.

Composition

2. The Community Committee membership shall be limited to a maximum of eleven (11) voting members appointed by Council. The following communities or organizations will be represented:

  •  Mayor or Councillor (1) 
  •  Sports and Disabled Sports Community (2)
  • Arts, Heritage and Culture Community (2)
  • Youth (2)
  • Senior (1)
  • Community at Large (2)
  • Economic Development/Business Interests (1)

3. In the event of a vacancy, a new member may be appointed by Council to replace the vacant position. The new member must represent the same community or organization as the departing member.

4. The Community Committee shall be presided over by a Chairperson which will be elected from among the members. In his/her absence the Vice-Chairperson, elected from among the members, will preside. The Chair and Vice-Chair will be elected on a yearly basis.

5. The Community Committee may recommend to Council the appointment of additional members if it is apparent that a fundamental interest has not been represented. Additional members may only be appointed by Council.

6. Sub-committees may be struck if deemed necessary by the Community Committee.

Role and Responsibilities

7. The role of the Community Committee will be to:

  • Liaise between the City of Port Coquitlam, the community and with other Olympic agencies and organizations;
  • Identify opportunities (short, medium and long term) for Port Coquitlam community, residents, and businesses to be involved in and achieve legacies from Vancouver 2010 Olympic and Paralympic games. Areas that may be explored include but are not limited to:
  • Commerce and local business opportunities
  • Tourism
  • Arts, heritage and culture
  • Community or team hosting, sponsorship and legacy
  • Local and international partnerships
  • Athlete skill development and education
  • Provide advice and assistance, as required, for ongoing Legacy projects and activities.
  • Provide information and recommendations on Legacy opportunities and activities to City of Port Coquitlam Council.

9. All members of the Community Committee shall serve without remuneration.

10. Any member who is absent from three (3) consecutive meetings without leave of absence from the Community Committee or without reason satisfactory to the Community Committee shall cease to be a member.

11. Any member wishing to resign from the Community Committee is requested to provide the resignation in writing to the Chairperson with a copy to the City Clerk.

12. Council may rescind Community Committee appointments.

Procedures

13. The Community Committee will function as a consensus seeking body. If a consensual position is not feasible following a full discussion, members of the Community Committee shall verify their positions through a voting process.

14. The Community Committee will meet as required and agreed upon.

15. The Community Committee shall have the power to govern its own procedures, provided such rules and regulations do not contravene Municipal Bylaws, the Local Government Act or any other statutes.

16. The Chairperson shall preserve order at all meetings and shall decide all points of order that may arise.

17. All Community Committee meetings are open to the public.

18. Members of the public may be invited by the Chair to speak or appear as a delegation providing the presentation does not exceed five minutes unless the Chair approves a longer duration.

Staff Support

19. The Community Committee shall be provided with staff support to function as a liaison to the Community Committee and to provide technical and administrative support as are required in the conduct of Community Committee meetings.

20. Designated City staff will work co-operatively with the Community Committee to facilitate the exchange of information and ideas and support the mandate of the Community Committee. However, the Community Committee shall not have the authority to assign specific tasks to City staff.

21. Administrative functions provided by City staff will be limited to:

  • Preparing agendas in conjunction with the Community Committee Chair
  • Recording, preparing and distributing agendas and minutes
  • Maintaining the files of the Community Committee
